Mekong Quay — Phnom Penh’s Next Waterfront Destination
Mekong Quay is a large-scale waterfront development envisioned as a new commercial, lifestyle, tourism, and cultural destination for Phnom Penh. Located in Areiy Ksatr, directly across the Mekong River from the capital’s established urban core, the project is positioned to benefit from the city’s eastward expansion and a new generation of transport infrastructure connecting both sides of the river.
Covering approximately 210 hectares, Mekong Quay is planned as much more than a conventional real-estate development. Around 70 hectares are dedicated to public realm, infrastructure, tourism facilities, roads, landscaping, and waterfront spaces, while approximately 140 hectares are intended for development across a carefully planned mix of commercial, residential, hospitality, retail, entertainment, office, education, wellness, and cultural uses.
At the heart of the project is an approximately 6-kilometre waterfront promenade, designed at a destination scale of roughly 50–65 metres in width in key sections. The promenade is intended to become one of the defining public spaces of the district, integrating dining, events, recreation, cycling, landscaping, waterfront activities, and future river transportation.
Mekong Quay is being planned around a series of distinct investment districts and development plots. These include landmark mixed-use complexes, premium residential communities, major retail and lifestyle destinations, hospitality, nightlife, education, wellness, cultural attractions, and next-generation commercial hubs. Rather than relying on a single anchor project, the masterplan is designed to create multiple complementary destinations that reinforce one another and generate activity throughout the day and evening.
Connectivity is a central part of the investment thesis. Planned bridge and road infrastructure is expected to significantly improve access between Mekong Quay, Phnom Penh, Koh Norea, National Road 1, and the broader eastern growth corridor. As these connections are completed, Mekong Quay has the potential to move from a peripheral waterfront location into a highly accessible extension of metropolitan Phnom Penh.
The development strategy is also focused on early activation. Restaurants, cafés, events, public spaces, commercial attractions, and waterfront experiences are intended to bring people to the district before the entire masterplan is completed. This approach is designed to build destination awareness, increase footfall, establish the identity of the waterfront, and progressively strengthen the commercial value of surrounding development plots.
For investors, Mekong Quay offers participation in a long-term urban development platform rather than exposure to a single building. Opportunities can potentially span land development, project-level equity, joint ventures, hospitality, retail, residential, offices, entertainment, infrastructure, and operating businesses.
The long-term ambition is clear: to create a new waterfront address for Phnom Penh where business, tourism, culture, lifestyle, and urban living come together — and where investors can participate in the creation of an entirely new city district from an early stage.
Mekong Quay is not simply a collection of developments along the river. It is being conceived as the waterfront destination that can help define Phnom Penh’s next phase of growth.
